TÜRKİYE’DE SİYASAL PARTİLERİN 24 HAZİRAN 2018 GENEL SEÇİMLERİ SEÇİM BİLDİRGELERİNDEN HAREKETLE SİVİL TOPLUMA BAKIŞLARI

Abstract:

Sivil toplumun kökeni Antik Yunan’a kadar uzanmakla birlikte devlet aygıtından bağımsız alan olarak kabul görüşü liberalizmin gelişimi ile yeknesak bir biçimde 19. Yüzyıl olarak karşımıza çıkmaktadır. Sivil toplum bugün itibariyle temsili demokrasinin yaşadığı kriz ile birlikte ve katılımcı demokrasinin gereği olarak olmazsa olmaz hüviyettedir. Bu çerçevede her ülke gerçekliğinde farklı dinamiklere sahip olan sivil toplum genel-geçer olarak gelişimi arzulanan bir yapı halini almıştır. Nitekim sivil toplum özellikle Türkiye gibi gelişmekte olan ülkelerde demokratik standartların artırılması için bir manivela olarak değerlendirilmektedir. İşte bu nedenle Türkiye gerçekliğinde parlamentoda temsil edilen siyasal partilerin sivil topluma bakışı bir nevi demokratik standartları ne kadar arzuladıklarının karinesi niteliği taşımaktadır. Diğer taraftan iktisadi alt yapının beraberinde getirdiği siyasal parti programlarında benzeşmeyi beraberinde getirmiştir. İşte bu kapsamda herhangi bir siyasi parti tarafından atılacak olumlu bir adım çarpan etkisiyle diğer siyasal partileri de program ve söylem olarak etkileyecektir. Sivil toplum kuruluşlarına dünya örneklerinde kalkınma misyonu, yönetişim ile karar alma mekanizmalarında direkt olarak yer alma, neo-liberal politikaların tetiklediği kimlik politikalarında çatı ve temsil görevi, sosyal politika ve bölüşüm politikalarına etkileri hatta piyasa ekonomisinin ortaya koyduğu çarpıklıklara karşı tampon görevi üstlenme gibi geniş bir misyon yüklenmektedir. Buna karşın sivil toplum kuruluşlarına Türkiye’de arzu edilen bir seviyede rol verilmediği gözle görülmektedir. Türkiye’de sivil toplum kuruluşlarına bu kapsamda verilecek rolün demokrasinin gelişmesine doğrudan etki yapması beklenmektedir. Bu çalışmada 24 Haziran 2018’de eş zamanlı olarak gerçekleştirilen Cumhurbaşkanlığı ve genel seçimde parlamentoda temsil edilen siyasal partilerin seçim bildirgelerinden hareketle sivil topluma bakış açıları mukayeseli olarak analize tabi tutulacaktır.

The origin of civil society extends to ancient Greece, but the view of acceptance as an area independent of the state apparatus is in a way that coincides with the development of liberalism. It comes to us in a century. The civil society today is in favor of the crisis of representative democracy and, if not, of participating democracy. In this framework, the civil society, which has different dynamics in the reality of each country, has become a structure that is desired for development in general. In fact, civil society is regarded as a manevra for increasing democratic standards, especially in developing countries such as Turkey. That’s why the view of the political parties represented in the parliament in the reality of Turkey to the civil society is a non-democratic standard of how much they desire. On the other hand, it has brought the similarity in the political party programmes that the economic sub-structure has brought together. In this context, a positive step that will be taken by any political party will impact other political parties as a program and speech. Civil society organizations are charged with a broad mission, such as the development mission in the world examples, the direct participation in governance and decision-making mechanisms, the roof and representation in identity policies incurred by neo-liberal policies, the impact on social policy and division policies, and even the tampon mission against the differences that the market economy reveals. However, civil society organizations are not given the role at the desired level in Turkey. In Turkey, the role given to civil society organizations in this scope is expected to have a direct impact on the development of democracy. In this study, the views of civil society will be analyzed comparatively by the election statements of the political parties represented in the parliament in the presidency and general elections simultaneously held on 24 June 2018.

Although the origin of civil society goes back to Ancient Greece, its view as an area independent from the state apparatus emerges as the 19th century in a uniform manner with the development of liberalism. Recently civil society is a sine qua non with the crisis of representative democracy and as a requirement of participatory democracy. In this regard, civil society, which has different dynamics in the reality of each country, has become a structure needs to be developed. Indeed, civil society is considered as a lever for boosting democratic standards, especially in developing countries such as Turkey. That is why civil society perspective on some sort of democratic standards in Turkey political parties represented in parliament in reality the nature of how carries the presumption that they desire. Neo-liberal economics, on the other hand, brought similarities in political party programs. In this context, a positive step taken by any political party will affect the other political parties as a program and discourse. The mission of civil society organizations in the world examples, direct involvement in governance and decision-making mechanisms, the roof and representation duty in the identity policies triggered by neo-liberal policies, the impact on social policy and distribution policies, and even the undertaking of a buffer mission against the distortions posed by the market economy it is installed. In contrast to civil society organizations in Turkey are opting not given a role in a desired level. Turkey is expected to have a direct impact on the development of democracy in this context the role will be given to civil society organizations. In this study, political parties represented in the parliament on June 24, 2018 will be subjected to comparative analysis in the context of their declarations of election.
