Abstract:

Kentsel tarım kavramı, sürdürülebilir kentsel gelişme politikaları içinde üretken kentsel alanların oluşturulmasına ve kendini besleyen kentlerin yaratılmasına yönelik önemli araçlardan biridir (Kaldjian, 2005). Özellikle son yıllarda gündemde olan, hızlı ve plansız kentleşmenin beraberinde getirdiği ekonomik, ekolojik ve sosyal sorunlara karşı etkin olarak kullanılan kentsel tarım kavramı, hızla kentleşen dünyada, açlık ve yetersiz beslenmenin görüldüğü ekonomik açıdan az gelişmiş ülkeler ile; ciddi çevresel ve sosyal problemlerin yaşandığı gelişmiş ve gelişmekte olan ülkelerde giderek önem kazanmaktadır (UNDP, 2001). Kentsel tarım toplumsal gıda isteminin bir parçası olarak kırsal alanlar, kent çeperleri, banliyöler ve kentsel alanların bütünleştirilmesinde önemli role sahip olmaktadır. Topluma dayalı gıda sistemleri toplum içinde gıda güvenliği, toplumsal sağlık ve eşitlik, çevresel sağlık ve iyileştirmenin yanı sıra ekonomik olarak da verimli ve dayanıklı ekonomik faaliyet olanakları sağlamaktadır. Kentsel tarımın mekana dayalı olması, ekolojik açıdan duyarlılığı, ekonomik olarak verimliliği, sosyal açıdan bütünleştiriciliği ve gıda üretimi ve erişimi konusunda güven sağlaması, söz konusu yaklaşımın çeşitli yönlerini ortaya çıkarmaktadır. Başka bir deyişle, kentsel yaşamın ekonomik yükünü azaltmak ve yoksulluğun hafifletilemesi için kullanılabilecek geçim stratejilerinden biri olarak kabul edilmektedir. Ancak kentlerde uygulanan tarımın bu özel türü için araştırma ve geliştirme faaliyetlerinin geliştirilip geliştirilmeyeceği ve nasıl geliştirileceği konusunda hala birçok sorun bulunmaktadır. Bu bağlamda, bu çalışma kentsel politikadaki kentsel tarım faaliyetlerine yönelik potansiyelleri incelemeyi amaçlamaktadır.

Abstract:

The concept of urban agriculture is one of the important tools for the creation of productive urban areas in sustainable urban development policies and the creation of self-food cities (Kaldjian, 2005). The concept of urban agriculture, which has been used effectively against the economic, ecological and social problems brought by rapid and unplanned urbanization, which has been on the agenda in recent years, has become increasingly important in the rapidly urbanizing world, with economically less developed countries where hunger and lack of nutrition are seen, and in the developed and developing countries where serious environmental and social problems are experienced (UNDP, 2001). Urban agriculture, as part of the social food demand, plays an important role in integrating rural areas, urban districts, suburbs and urban areas. Community-based food systems provide food security, social health and equality, environmental health and improvement, as well as economically efficient and sustainable economic activities. The fact that urban agriculture is ground-based, ecological sensitivity, economic efficiency, social integration and food production and access confidence reveal the various aspects of this approach. In other words, it is considered one of the survival strategies that can be used to reduce the economic burden of urban life and relieve poverty. However, there are still many issues about whether research and development activities for this particular type of agriculture applied in cities will be developed or not and how they will be developed. In this context, this study aims to examine the potential for urban agricultural activities in urban policy.

Abstract:

According to recent demographic trends by United Nations (UN), world population is expected to reach to 9.3 billion in 2050 from 7.0 billion in 2011, while the urban population is expected to rise to 6.3 billion in 2050 from 3.6 billion in 2011 (UN, 2012). As regards World Urbanization Prospects (WUP) currently urbanization seems to widely spreading in low and middle-income countries. In other words the population living in cities is continuously increasing worldwide. In developing countries, this phenomenon is exacerbated by poverty, leading to tremendous problems of employment, immigration from the rural areas, transportation, food supply and environment protection. In accordance with Veenhuizen (2006), people find out livelihood strategies to deal with the economic burden of urban life and alleviate poverty. Urban agriculture (UA) is one of them. It brings us to improve new strategies for surviving on earth, not only concentrate on growing our own food but also contributing to environmental, social and economic cycles. While urban agriculture occurs in all cities of the world, there are still many questions about whether and how to develop research and development activity for this particular type of agriculture. So, this study aims to recover the potentials for urban agriculture activities in urban politics.
