AB aday ülkesi konumundaki Arnavutluk’taki kamu uygulamaları ve kamu yönetiminin etkinliği ile kamu yönetimindeki mevcut durumun, akademisyenlerin bakış açısı ile belirlenmesinin amaçlandığı bu çalışmada; Arnavutluk’ta kamu yönetiminin ve uygulamalarının yetersiz olduğu, özellikle AB kriterlerine uyum konusunda yapılan reformların politikacılar ve kamu yöneticileri tarafından etkin bir şekilde uygulanmadığı sonucuna ulaşılmıştır. Araştırmada, Arnavutluk kamu yönetiminin; şeffaflık, erişilebilirlik, hesap verebilirlik ve etkinlik bağlamında yetersiz olduğu, nepotizm ve bürokrasinin halen yaygın olduğu, rüşvet ve yolsuzlukla mücadelede yetersiz kalındığı yönünde güçlü bir algının bulunduğu tespit edilmiştir. Bununla birlikte yargı bağımsızlığı ve hukuk sistemine olan güven düzeyi oldukça düşük, eğitim ve sağlık sisteminin yetersiz olduğu ve kamunun eğitim ve sağlık sistemini düzeltme adına yeterli çabayı göstermediği ve kaynak ayırmadığı yönünde güçlü bir algı tespit edilmiştir. Arnavutluk’ta kamu yönetimi alanında yapılan reformların başarıya ulaşabilmesi için; AB kriterlerine uyum yönünde çaba gösterilmesi, yargı bağımsızlığının bir an önce sağlanması ve toplumun hukuk sistemine güvenin arttırılması, yolsuzlukla ve rüşvetle etkin mücadele edilmesi, ayrıca kamu yönetiminde şeffaflık, hesap verebilirlik, etkinlik ve verimliliğin arttırılması yönünde gerek kamu çalışanlarının ve gerekse siyasilerin çaba göstermesi gerekmektedir.
