Siyasal partiler, gelişen toplumsal ve siyasal yapıların bir etkileşim sürecinde önemli bir belirleyici ve etkileşen olmaktadır. Bu bağlamda hükümet elitlerinin oluşumunu sağlayan siyasal partilerin yöneticileri toplumsal yapının bir bileşeni olarak toplumsal kabule bağlı bir örgütlülük, meşruiyet ve siyasallık oluşturarak süreklilik sağlama yolunu tercih etmek zorundadırlar. Bu anlayış, siyasal yapıyı kurumsallaştırarak süreklilik kazandırması bakımından önemlidir. Siyasal partiler, beklenen demokratik sistemin bir unsuru olarak uluslararası entegrasyonun yeniden üretiminin gerekliliğini sağlayan bileşenler durumundadır. Demokrasinin işlevlerini sağlaması bakımından partilerin çağın özelliklerine uygun toplumsal beklentilerle hemhal olmuş bir anlayışı tezahür ettirmeleri iktidar olmaları bakımından önemlidir. Buradan hareketle günümüz Türkiye’sinin toplumsal algı ve beklentilerini karşılayan fikir düzlemi kendini muhafazakarlık ortamında var etmektedir. Ak Parti-muhafazakarlık anlayışıyla toplumsal olgunun işlevselliğini yerine getiren, uzmanlaşmış bireylerin iş birliğinin örgütlenmesidir 2002 genel seçimlerinde %34 oranında oy alarak iktidara gelen Ak Parti, iktidara geldikten sonra çeşitli çalışmalar yapmıştır. Önce bir siyasal duruş, kimlik sergilemiştir. Yeni sağ, muhafazakâr, muhafazakâr demokrat gibi kavramlarla anılmıştır. Bu kavramların partinin kendisinde bulunması oy oranlarında ve yönetimde etkili olmuştur. Tabii bu kimliğe sahip olmak için gerekli ilkeler, politikalar vardır. Ak Parti’nin ortaya koyduğu muhafazakârlık kimliğinin, anlayışının ilkeleri ise: gelenek, tarih, din, koruyuculuk-önleyicilik, özgürlük ve mülkiyet, kültür ve sanat’tır. Ak Parti üstlendiği bu politikanın gereklerini yerine getirmek için bir takım politikalar, icraatlar gerçekleştirmeye çalışmıştır. Bu çalışmada girişten sonra kavramsal çerçeve ele alınmış olup, kavramsal çerçevede Ak Parti’nin tüzükteki anlamı, muhafazakârlık, muhafazakâr demokratlığın anlamları açıklanmıştır. Daha sonra Ak Parti’nin 65. Hükümet Programı’ndan kısaca bahsedilmiştir. En son olarak muhafazakâr düşüncenin temel kavramları ve yapılan faaliyetler hükümet programıyla ilişkilendirilerek anlatılmıştır.
Political parties are an important determinant and interacting in an interaction process. In this context, the political parties that provide the formation of the elites have a way of ensuring continuity by forming an organization, legitimacy and politics based on social acceptance as a component of social structure. This understanding is important in terms of institutionalizing political construction and bringing continuity. Political parties are components of the reproduction of international integration as an element of the expected democratic system. It is important for the power to demonstrate the understanding that the parties are in accord with the social expectancies appropriate to the characteristics of the times in terms of the functioning of the democracy. Thus it meets the expectations of today's social perception and the idea is to have Turkey in the plane of the medium itself conservatism. Ak Party is the organizing of the business union of specialized individuals who fulfill the function of social phenomenon with an understanding of conservatism The AK Party, which came out of power with 34% of the general elections in 2002, did various studies after coming to power. The first political stance displayed identity. The new right, conservative, conservative democrat, and so on have been mentioned in terms of the concept of the party itself in the voting rates and management has been effective. Of course, there are policies and policies necessary to have this identity. The conservative identity that the AK Party puts forth is the principles of understanding: tradition, history, religion, protectionism-prevention, freedom and property, culture and art. The AK Party has tried to implement a number of policies and practices in order to fulfill its needs. In this study, conceptual framework was taken after the introduction and the meanings of the AK Party's statute, conservatism and conservative democratization in the conceptual framework were explained. After that, the AK Party's 65th Government Program was briefly mentioned. Finally, the basic concepts of the Conservative thinker and the activities carried out have been explained in relation to the government program.
