Türk milleti, dünyanın dört bir yanına dağılarak, farklı adlarla birçok devlet kurmuştur. İlkçağlardan bu yana Türklerin kurduğu devlet sayısına baktığımızda da bunu somut olarak görmekteyiz. Öyle ki Türk Milleti'nin tarihi süreç içerisinde kurduğu devlet sayısına baktığımızda, neredeyse diğer bütün milletlerin kurduğu toplam devlet sayısına eşit olduğunu söyleyebiliriz. Bu tarihi geçmiş bize zengin ve köklü bir kültür armağan etmiştir. Kutadgu Bilig de bu zengin ve köklü kültürün mihenk taşlarından birini oluşturmaktadır. Yusuf Has Hacib tarafından kaleme alınan ve “Devlet Yönetme Bilgisi” anlamına gelen Kutadgu Bilig’in Türk yönetim biliminin oluşum ve gelişiminde büyük katkısı olmuştur. Bununla birlikte eser, Türk devlet yönetim geleneklerini meydana getiren, ilk Siyasetname türü eserimiz olması bakımından da önemlidir. Bu yönüyle kendisinden sonra gelen hükümdarlara başucu kitabı olmuştur. Fakat birçok dile tercüme edilmesine rağmen hala el değmemiş bir hazinedir. Kutadgu Bilig’i Türkiye Türkçesine kazandıran ve derleyip günümüze ulaşmasını sağlayan Reşit Rahmeti Arat eser için, “Türk gençliği bu kitabı anladığı zaman, Türkiye kurtulacaktır” demiştir. Bu araştırmada, Türk kültür tarihinin başyapıtlarından birisi olan Kutadgu Bilig, liderlik temel vasıfları açısından değerlendirilmiştir. Bu kapsamda liderlikle doğrudan ilintili olan beyitler, Kutadgu Bilig’de bulunduğu şekliyle tespit edilmiş ve bu beyitler konumuza kaynaklık edecek şekilde ele alınmıştır. Daha sonra bu beyitler temel liderlik özellikleri açısından yedi başlık altında sınıflandırılmıştır. Sınıflandırılan beyitler; günümüz liderlik anlayışı açısından, ayrı ayrı değerlendirilmiş ve araştırma sonucunda, Kutadgu Bilig’in yazıldığı dönem liderlik anlayışı ile günümüz liderlik anlayışı arasında birçok alanda benzerlik olduğu tespit edilmiştir. Ayrıca araştırma sonucunda elde edilen verilere bağlı olarak çeşitli önerilerde bulunulmuştur. Çalışma; tarama modelinde olup, doküman incelemesi tekniğine dayalı olarak yapılmıştır. Bu çalışma milli hafızaya duyarlı bireyler yetişmesinin yanı sıra daha güvenilir yöneticiler, liderler, eğitimciler yetiştirilmesi açısından da son derece önemlidir. Ayrıca bu çalışma, bundan sonraki bilimsel çalışmalarda, konuyla ilgilenenlere bilimsel veri oluşturması, vizyon kazandırması, öneriler ve yol göstermesi açısından da dikkate değerdir.
The Turkish nation has scattered all over the world and has established many states with different names. When we look at the number of states established by Turks since ancient times, we see this in concrete terms. So much so that when we look at the number of states established by the Turkish Nation in the historical process, we can say that it is almost equal to the total number of states established by all other nations. This past has given us a rich and rooted culture. Kutadgu Bilig is also one of these rich and rooted cultural heritage stones. Kutadgu Bilig, who was taken over by Yusuf Has Hacib and who means "State Management Information", has made a great contribution to the formation and development of Turkish management science. However, the work is also important in that we are the first type of politics that brings the traditions of the Turkish state government to the point. In this way, the rulers who came after him became the bedspread. But despite being translated into many languages, it is still an untouched treasure. "When Turkish youth understand this book, Turkey will be saved," said Reşit Rahmeti Arat, who brought Kutadgu Bilig to Turkish Turkism and compiled it and made it reach day-to-day. In this research, Kutadgu Bilig, one of the masterpieces of Turkish cultural history, has been evaluated in terms of leadership features. In this context, couplets directly related to leadership were identified as they were found in Kutadgu Bilig, and these couplets were handled in such a way as to be a source of position. These couplets were then classified under seven headings in terms of their basic leadership characteristics. Classified couplets; it has been determined that in terms of present-day leadership understanding, there are many similarities in the field between the concept of leadership of the period written by Kutadgu Bilig and the present leadership understanding. In addition, various suggestions have been made depending on the data obtained from the research. Work; scanning model, based on the document review technique. This study is very important in terms of educating more reliable managers, leaders and educators as well as educating national memory susceptible individuals. In addition, this study is also remarkable in the future scientific studies in terms of creating scientific data, giving vision, suggestions and guidance to interested people.
