Abstract:

This research has been conducted in order to evaluate the emergency relief/aid and disaster undergraduate education programs at higher education level in the world and the “Emergency and Disaster Management” undergraduate program which was founded in 2005 for the first time in Turkey. Since the study aims at evaluating the emergency relief/aid and disaster education programs at higher education level in the world and in Turkey along with grouping these programs in their own right, making a comparative analysis by giving their numbers across countries and continents and examining the Turkish programs, the study is in scanning model. The method used in this research is the document analysis. The research data were obtained from the Google Search Engine through the key words which are in English “emergency managemet, emergency relief/aid and disaster management” and in Turkish “emergency management, emergency relief/aid and disaster management” along with “The College List” which are published on FEMA between the dates of 10.09.2014-20.09.2015. In the study, graduate level degree-granting programs related to emergency relief and disaster management were included. Thus, the entire degree programs in accordance with the keywords constitute the scope of the investigation. Since the documents have been obtained from the official websites in this study, the validity and the reliability of the data are said to be high. In this study, all over the world, ninety-three graduate-level program related to disaster and emergency assistance were found. Of all those, 80,6% is in the emergency relief/aid and/or disaster management, 10,8% is internal security/defense, terrorism and emergency situations, 7.5% is public health, medical conditions and 1,1% is the international rescue and disaster relief/humanitarian assistance programs. As a conclusion, in the field of the emergency relief/aid and disaster management around the world, United States American, Australia, Bangladesh, England, Spain, Canada, Kenya, New Zealand and Zimbabwe train labor force under the different programs at the level of undergraduate. Turkey provide qualified labor force in this field through the emergency relief/aid and disaster management training at the degree of undergraduate.
