Azerbaycan 1991 de bağımsızlığını ilan etti. Azerbaycan bağımsızlığını kazandığı ilk günden itibaren uluslararası kuruluşlara üye olmayı hedefliyordu. Küresel sorunların çözümü için dünya devletleri ile işbirliği yapmak Azerbaycan için önemliydi. Ermenistan'ın Azerbaycan'a karşı saldırısının arttığı bir dönemde Azerbaycan Cumhuriyeti uluslararası örgütlerin aracılığıyla uluslararası topluluğun dikkatini çatışma bölgesine çekerek, dünya kamuoyunda objektif bir görüş yaratmaya çalışıyordu. 15 Haziran 1993 yılında ikinci defa iktidara gelen Haydar Aliyev, Azerbaycan’ın dış politikasında köklü değişikliğe gitti. Haydar Aliyev Şubat 1999’a kadar 68 devletin cumhurbaşkanı ve devlet başkanları ile 485 görüşme gerçekleştirdi ve bu görüşmelerde Dağlık Karabağ sorunu müzakere edildi. Haydar Aliyev çatışma konusunda BM Genel Sekreteri ile çok sayılı toplantılarında, AGİT, NATO, BDT, İKÖ ve diğer uluslararası kuruluşların zirve toplantılarında defalarca Karabağ konusunu gündeme getirdi. Karabağ Sorunun çözümü sırasında uluslararası kamuoyunun olumlu ve makul bir şekilde Azerbaycan'ın lehine oluşması için bu kurumlar üye olması önem taşıyordu. Makalede Ermenistan-Azerbaycan Dağlık Karabağ sorunu özellikleri ve hukuki yönleri, Azerbaycan Cumhuriyeti'nin dış politikasında uluslararası teşkilatların yeri gözden geçirilmiş, ayrıca Azerbaycan Cumhuriyeti'nin uluslararası kuruluşlarla işbirliğini dayandıran faktörler ve Ermenistan-Azerbaycan Dağlık Karabağ sorununun düzenlenmesi için Azerbaycan'ın uluslararası kuruluşlarda katılımının zorunluluğu ayrıntılı bir şekilde tetkik edilmiştir. Sorunun çözülmesi yönünde faaliyet gösteren uluslararası kurumların konumunun kesin olarak oluşumu için uluslararası hukuk kural ve ilkelerine uygun, Azerbaycan'ın adil tutumunun bu uluslararası kurumlar tarafından kesin olarak korunması sorunu çözmeye yardımcı olabilirdi.
Azerbaijan declared its independence in 1991. Since the first day of its independence, Azerbaijan has been a member of international organizations. Cooperation with the world’s countries to solve global problems was important for Azerbaijan. During the period in which the Armenian attack on Azerbaijan increased, the Republic of Azerbaijan was trying to create an objective view in the world public by attracting the attention of the international community through international organizations to the conflict zone. On June 15, 1993, Haydar Aliyev came to power for the second time and made a radical change in Azerbaijan’s foreign policy. Haydar Aliyev held 485 talks with the presidents and the presidents of 68 states until February 1999, and in these talks the issue of Mount Karabakh was negotiated. Haydar Aliyev on the conflict with the UN Secretary-General on numerous meetings, AGIT, NATO, BDT, ICO and other international organizations on top meetings repeatedly discussed the issue of Karabakh. During the resolution of the Karabakh issue, it was important that these institutions be members in order to form the international public in an positive and reasonable way in favor of Azerbaijan. The article examined the characteristics and legal aspects of the Armenian-Azerbaijan Mountainous Karabakh issue, the place of international agencies in the foreign policy of the Republic of Azerbaijan, as well as the factors that support cooperation of the Republic of Azerbaijan with international organizations and the obligation of Azerbaijan to participate in international organizations to resolve the Armenian-Azerbaijan Mountainous Karabakh issue. In accordance with the rules and principles of international law for the establishment of the position of international institutions operating towards the solution of the problem, the safeguarding of the fair attitude of Azerbaijan by these international institutions could help solve the problem.
Azerbaijan declared its independence in 1991. Azerbaijan aimed to become a member of international organizations from the first day that gained its independence. For the solution of global problems to cooperate with other states was important for Azerbaijan.In the period that increased aggression of Armenia against Azerbaijan by pulling international organizations’ attention tried to create an objective opinion in global media. 15 June 1993, Heydar Aliyev came to power for the second time and went to drastic changes in the foreign policy of Azerbaijan. Heydar Aliyev, the president , had 485 meetings with 68 states’ president and Nagorno-Karabakh conflict were discussed during these meetings. Haydar Aliyev arranged meetings with UN Secretary General, OSCE, NATO, CIS, at the summit of the OIC and other international organizations and brought up the issue of Nagorno-Karabakh. To take part in these institutions was important to provide international publics positive opinion in favor of Azerbaijan. The article features the Armenian - Azerbaijani Nagorno-Karabakh conflict and legal aspects of international organizations location of the foreign policy of the Republic of Azerbaijan were considered , as well as factors that contribute to cooperation with international organizations in the Republic of Azerbaijan and the Armenian-Azerbaijani Nagorno- Karabakh conflict was studied in detail the need for the participation in international organizations .To resolve the conflict in the exact position in the formation of international organizations in accordance with the norms and principles of international law for the protection of Azerbaijan's fair position clear to the international organizations could help settle the conflict.
