19 . yüzyılın sonundan itibaren Çarlık Rusyası’ndaki Türkler arasında başlayan milli uyanış özellikle Azerbaycan coğrafyasında yaşayan Türkler üzerinde etkili oldu. Petrolün keşfi sonrası artan iktisadi ve toplumsal refah özellikle Bakü ve Gence şehirlerinde bölgeye gelen Batılıların öncülüğünde yeni bir modernleşme hareketi başlattı. Diğer yandan Rus İhtilali, 20. Yüzyılın en önemli siyasi olayları arasında yer almaktadır. İhtilal sonrası ülkede Bolşevik karşıtı Beyaz Ruslar ve Kızılordu arasında başlayan iç savaş 1922’de Sovyetler Birliğinin kuruluşu ile sonuçlandı. Bu süreçte Azerbaycan, Ermenistan ve Gürcistan Mayıs 1918’de bağımsızlıklarını ilan etti. Geçici olarak Gence’de bulunan Azerbaycan Cumhuriyeti’nin bürokrasisi, Kafkas İslam Ordusu’nun şehri ele geçirmesinin ardından Eylül 1918’de Bakü’ye taşındı. Ancak bu olayın ardından bölgedeki siyasi dengeler Türkler açısından büyük ölçüde değişmeye başladı. Bu şartlar altında Kafkas İttihad Fırkası gizlice Gökçay yakınlarında kuruldu ve 30 Ocak 1918 tarihi itibariyle faaliyetlerine başladı. Kafkasya İttihad Fırkası Programı 15 Ağustos 1918 tarihinde bastırılmış ve Gökçay valisine sunulmuştur. Programın başlığının çok önemli ve ilgi çekici olduğu iddia edilebilir. Bu program Azerbaycan üzerindeki Türk siyasal yapısının bir yansımasıydı. Bu çalışmada genel olarak, Kafkas İttihad Fırkası’nın yayın organı olan İttihat gazetesi incelenmiş ve gazetedeki haber ve makaleler kullanılmıştır. Çalışma, esasen Kafkasya İttihad Fırkası ve onun 20. yüzyılın başlarında Azerbaycan’daki oluşumunu ve siyasal hayat içindeki faaliyetlerini ele almaktadır.
The national awakening between the Turks in Tsarish Russia, which began at the end of the 19th century, had an influence especially on the Turks living in the Azerbaijani geography. After the discovery of oil, increasing economic and social well-being has launched a new modernization movement in the leadership of the Western people coming to the region, especially in the cities of Baku and Gence. The Russian Federation, 20. It is one of the most important political events of the century. The civil war between the anti-Bolshevik White Russians and the Red Army began in 1922 and ended with the establishment of the Soviet Union. Azerbaijan, Armenia and Georgia declared independence in May 1918. The bureaucracy of the Republic of Azerbaijan, temporarily located in Gence, moved to Baku in September 1918 after the occupation of the city by the Islamic Army of Kafkas. But after this incident, the political balance in the region began to change considerably from the point of view of the Turks. Under these conditions, the Kafkas Alliance Division was secretly established near Gökçay and began its activities on January 30, 1918. The Caucasian Alliance Program was suppressed on 15 August 1918 and presented to the Governor of Gökçay. The title of the program can be claimed to be very important and interesting. This program was a reflection of the Turkish political structure on Azerbaijan. In this study, in general, the Alliance newspaper, which is the broadcasting body of the Kafkas Alliance Frontier, was examined and the news and articles in the newspaper were used. The study mainly deals with the Caucasian Alliance Frontier and its formation in Azerbaijan in the early 20th century and its activities in political life.
Since the end of the 19th century, national awakening had initially emerged among Turks in Tsarist Russia and one of the most effective regions of this awakening was of Azerbaijan. Economic and social prosperity which started with the discovery of oil, and Westerners who came to the region had initiated a new modernization movement in Baku and Gence. On the other hand, Russsian Revolution is one of the very important political events of the Twentith Century. After the revolution the Russian civil war (1917-1922) had begun between White Russians that opposed the Bolsheviks and Red Army in the country and resulted establishment of the Soviet Union in 1922. In this period, Georgia, Azerbaijan, and Armenia had declared their respectively independent states in May 1918. The main apparatus of the Democratic Republic of Azerbaijan which was temporarily located in Gence was moved to Baku in September 1918 as soon as the Caucasus Islamic Army seized the city. However, after that the political balances in the region for Turks started off changing effectively. Under these conditions, Caucasian Union Party was established secretly in the Caucasus in the vicinity of Gokcay, and second its activities seem to have taken place on 30 January 1918. The Programme of the Caucasian Union Party, which was printed and presented to Governor of Gokçay on August 15. The title of the programme may be claimed fully interesting and important. It was a reflection of the Turkish political structure upon Azerbaijan. In this paper, we have generally used articles quoted from Ittihad newspaper which was printed by Ittihad Party. This paper basically examines Caucasian Union Party and Its foundation in the early 20th century in Azerbaijan.
