Osmanlı İmparatorluğu döneminde, Mısır Beylerbeyliğinin merkezi yönetime karşı olan yükümlülüklerinden birisi, her yıl düzenli olarak İstanbul’a gönderilmesi gereken Mısır İrsaliye hazinesi yer almıştır. Bunun yanı sıra ihtiyaç duyulması durumunda Osmanlı sultanın seferlerine yardımcı kuvvet olarak istenilen miktarda Mısır askerlerinin Ordu-yı Hümâyuna iştirak ettirilmesi, talep edilen askerî mühimmatın muayyen miktarda ve vaktinde olmak üzere belirlenen yere sevk edilmesi ve ayrıca Matbah-ı Âmire (Saray Mutfağı)’nin ihtiyacı olan yiyecek ve içecek malzemelerinin tedariki de yer almıştır. XVIII. yüzyılda, merkezi hükümetin artış gösteren harcamaları ve nakit paraya olan ihtiyacı bu hazineye olan talebi de artırmıştır. Mısır eyalet hazinesinin gelir ve giderleri hesaplandıktan sonra geriye kalan miktarın İstanbul’a İrsaliye hazinesi adıyla gönderildiği görülmektedir. Mısır İrsaliye hazinesi sultanın şahsi hazinesi olduğundan bu hazineden yapılacak harcamalar ancak padişahın bizzat onayı ile mümkün olabilirdi. Mısır İrsaliye hazinesinden yapılan harcamalar ağırlıklı olarak, imparatorluk yararına olan harcamalar, Mısır eyaletinde yapılan harcamalar ve Haremeyn (Mekke ve Medine) için yapılan harcamalar teşkil etmekteydi. Bununla beraber XVIII. yüzyılda Mısır’da artan masraflar ve sorunlar nedeniyle Mısır irsaliye hazinesi düzenli olarak gönderilememiştir. Bu çalışma, Topkapı Sarayı Müzesi Arşivi (TSMA)’nde D. 2604 ile kayıtlı bulunan İcmal Defteri’ne dayamaktadır. Bu defterdeki muhasebeye göre Mısır eyaletinin irsaliye hazinesi gelirleri her yıl için 1415 Mısır kesesi ile 6948 para (35.381.948 para) olarak kararlaştırılmıştır. Harcamalar ise yıllara göre farklılık arz etmiştir.
In the period of the Ottoman Empire, one of the responsibilities of the Egypt Province to the central government was to send regularly the annual irsaliyya remittance to Istanbul. The other was to supply a certain number of Egyptian soldiers for the Imperial Army as reinforcements for the sultan’s military campaigns and to deliver the specified amount of military ammunition to the specified locations on time as requested and to acquire the supplies needed by the sultan’s kitchen. In the XVIIIth century, the demand of the annual remittance was increased much more because of increasing the need for cash money. The revenues and expenditures of the treasury of Egypt were arranged to provide an annual surplus, which were send annually as (irsaliyya khazina) remittance to the Porte. The spending could be done and with the permission of sultan because the irsaliye was belonged to the sultan. The spending, which were spend with irsaliye, were the benefit of the imperial and the spending in Egypt and in the Holy cities. On the other hand in the XVIIIth centrury the annual remittance couldn’t be sent regularly because of the increasing matters in Egypt. This study is based upon “summary register” numbered 2604 at Topkapı Palace Museum Archives. According to this register, the balance of Egypt’s budget was sent for three years as irsaliyya khazina (remittance of the treasury) to İstanbul. The amount of the annual remittance was decided as 35.381.948 paras. The spendings were different according to the years.
