Bu çalışma, Türkiye’deki kadınların kalkınma politika, program ve projelerine nasıl ve hangi biçimde dâhil olduklarını ve toplumsal cinsiyet eşitliğine dayalı kamusal politikaların içeriğini, kadınların kalkınma içindeki konumlarını inceleyen kuramlar ve uluslararası kabüllerle (BM’in ve AB’nin) ilişkilendirerek analiz etmeye çalışılmaktadır. Türkiye’de kadınların kalkınması ve toplumsal cinsiyet eşitliğinin sağlanması sorunu ancak BM’in CEDAW antlaşması ve AB’ne uyum sürecinde gündeme gelebilmiştir. Kadınların sosyo-ekonomik statüsünü güçlendirmek, toplumsal cinsiyet eşitliğini geliştirmek, ve kadınlara yönelik her türlü ayrımcılığı önlemek gibi ana prensipler kalkınma planları ve Kadın Statüsü Genel Müdürlüğü tarafından belirtilmiş ve taahhüt edilmiş de olsa, bu prensiplerin hayata geçirilmesinde sorunlar ve belirsizlikler yaşanmaktadır. Bunun öncellikli sebebi, ilgili prensiplerin, bu antlaşmalarla taahhüt edildikleri için gündeme gelmesi, ilgili kamu kurumları ve personeli tarafından (merkezi ve yerel) benimsenmemesi ve kadın-erkek eşitliğine engel olan toplumsal kabüllerin değişmesi için, uzun soluklu ve zorlu çalışmalar yapılmamasıdır. Bunun yerine, hem ilgili kamu kurumlarının çalışmalarında hem de sivil toplum çalışmalarında gözlemlendiği üzere, kadınların kalkınması ve erkeklerle eşit toplumsal statüye sahip olması için yapılan çalışmalar çoğunlukla kadınların ekonomik hayata katılımının arttırılması ve ailelerin geçinmesine katkıda bulunması üzerine projeler geliştirilmesi ve uygulanmasına yöneliktir. Bunlara ek olarak, toplumsal cinsiyet eşitliğini sağlamaya yönelik politikaların başarılı olabilmesi ve projelerden faydalanacak olan toplumsal kesimler tarafından benimsenmesi için, projelerin hazırlanma sürecine karar verici olarak katılması gerekmektedir.
This study is aimed at analyzing how and in what way women in Turkey are involved in their development policies, programmes and projects, and the content of public policies based on gender equality, the theories that study women’s positions in development and international accusations (BM and the EU) by linking. The issue of women’s development and social gender equality in Turkey has only been discussed in the UN CEDAW Treaty and the EU compliance process. Although the main principles such as strengthening the socio-economic status of women, improving social gender equality, and preventing all forms of discrimination against women have been specified and committed by the Development Plans and the General Directorate of Women's Status, the implementation of these principles has problems and uncertainty. The primary reason for this is that the relevant principles come to the agenda because they are committed by these treaties, that the relevant public institutions and staff (central and local) do not adopt them, and that there is no long and challenging work to change the social acceptance that prevents women and men’s equality. Instead, as observed in both the work of the relevant public institutions and in the work of the civil society, the work of women’s development and equal social status with men is mainly aimed at developing and implementing projects on increasing women’s participation in economic life and contributing to the living of families. In addition, to ensure that the policies aimed at ensuring gender equality are successful and to be adopted by the social sections that will benefit from the projects, the projects must participate decisively in the preparation process.
In this study, how women are included in development policy, program and projects and the content of the gender equality policies of public institutions will tried analyzed in relation with the theories regarding relationship of development and women and the internationally accepted (by UN and EU) gender values. The problem of women’s development and ensuring gender equality in Turkey is only become a issue after the agreement of CEDAW with UN and the integration process of Turkey to EU. Even if the principles of increasing the women’s socio-economic status, enhancing the gender equality and elimination of all discriminations against women are stated and promised by the development plans and Genel Directorate of Women’s Status, there are problems and ambiguities in the execution of these principles. The primary reason for this is that the related principles were not accepted yet by the related public institutions (central and local) and their personal but only became an issue because of the commitments of the state to EU and UN and the lack of long term policies to be designed to alter the socially accepted judgements that prevent the equality of men and women. Instead of this, as it is observed both in the projects of public institutions, and in the non-govermental institutions, the activities carried out for sustaining women’s development and equal status with men is oriented to preparing and implying projects to increase women’s economic activities and contribute to family’s subsistence. In addition, for sustaining the sucesss of policies aiming gender equality and acceptance of these policies by the targeted social groups, the participation of these targeted social groups to the policy making process as decision makers are required.
