Bu çalışmada, Babur Şah’ın, eserlerindeki sosyal devlet anlayışı üzerinde, hususiyle doğrudan devlet felsefesiyle ilgili gelenekle, demokratik, lâik ve hukuk devleti anlayışıyla ilişkilendirilerek bu devlet anlayışında önemli yer tutan töre, halk, birgü, yardımlaşma, adalet, eşitlik, kineş kavramları üzerinde durulmuştur. Timürlülerin sonu ve Baburluların ilki olan Babur Şah, eserlerinden çıkardığımız sonuca göre, ki bunlar alıntılanmıştır, edindiği tecrübeleri ve düşündüklerini herkesle paylaşan, yaptıklarının tarihe katkısını bilen tarih bilinciyle tıpkı Orhun Abidelerinin yazılış amacında olduğu gibi, onları yazarak gelecek nesillere bırakmıştır. Babur Şah bilgi ile yönetici olunabileceğini, akılla ve bilgiyle ülke işlerinin yürütülmesi gerektiğini; toplumda düzenin ve huzurun şiddetle ve asker gücüyle değil, kalemle, bilimle sağlanması gerektiğini de her fırsatta vurgulamıştır.
