Sağlık hizmetlerinin finansmanı, dünya genelinde tüm insanlar ve hükümetler için önemi hızla artan bir konu halini almıştır. 1970’lerden sonra meydana gelen makroekonomik krizlerin etkisiyle yeni liberal politikaların artması sonucunda sosyal güvenlik sistemi hem gelişmiş ülkelerde hem de gelişmekte olan ülkelerde yönetilebilir olmaktan çıkmıştır. Bu amaçla sosyal güvenlikte tek katmanlı sistemlerden çok katmanlı sistemlere geçilmiş aynı zamanda Şili’nin başını çektiği; sosyal güvenliğin özelleştirilmesine yönelik radikal uygulamalar faaliyete geçirilmeye çalışılmıştır. Türkiye’de yaşanan finansman sorunuyla da, sosyal güvenliğin Devletin sırtına yük teşkil ettiği yargısıyla yaklaşılıp, IMF baskısıyla alelacele reform yapılmaya çalışılmıştır. Sistem, IMF zorlamaları ile Şili modeline doğru gitmektedir. Ancak bu modelin temel amacı sosyal güvenlik sağlamak değil, finans piyasalarına kaynak sağlamaktır. Bu çalışmada Türk Sosyal Güvenlik sistemindeki finansman sorununun diğer ülkelerden farkına değinilerek, IMF’in önerdiği kar saikiyle hareket eden bireysel emeklilik sistemi yerine çözüme ulaştırılabilecek adımlara değinilmiştir.
The financing of health services has become a rapidly growing topic of importance for all people and governments around the world. As a result of the impact of macroeconomic crises that occurred after the 1970s, the rise of new liberal policies has led to the fact that the social security system has not been managed in both developed and developing countries. For this purpose, the social security has been translated from one-layer systems to multi-layer systems, and the chili has also taken the head; radical practices aimed at the privatization of social security have been attempted to be activated. The issue of financing in Turkey has also been approached with the judgment that social security is a burden on the back of the state, and the IMF's pressure has been attempted to urgently reform. The system is moving towards the Chile model with the IMF's impositions. But the main objective of this model is not to provide social security, but to provide resources to financial markets. In this study, the issue of financing in the Turkish Social Security system was recognized from other countries, and the IMF proposed profit-based individual pension system was addressed to the steps that could be addressed to the solution.
