Türkkart sistemi, Türkiye’nin kalkınması için anahtar olan ekonomik-sosyal işlevleri barındıran akıllı kart sistemidir. Bu kart sistemi, finansal ve mali olarak denetim, kontrol, düzenleme ve uygulamalar açısından Türkiye’yi çağdaş bir noktaya getireceğinden, ülkemizi “gelişmekte” olan ülkeler sıralamasından çıkarıp, “gelişmiş ülkeler” sıralamasında üst noktalara çıkaracaktır. “TÜRKKART” adını verdiğimiz bu sistem çok önemli işlevleri yerine getirecek ve en önemlisi dünya siyaset ve ekonomi sahnesinde Türkiye’yi öne çıkaracak bir eko-sosyal kart olacaktır. Bu sistem parayı ortadan kaldıran bir sistem değildir. Paranın kontrolünü, düzenlenmesini ve denetimini sağlatan akıllı bir sistemdir. Uzun yıllardır tedavülde olan kağıt para sisteminde birtakım önemli sorunlar ortaya çıkmaya başlamıştır. Türkkart sisteminde taklit, tahrif, her türlü sahteciliği önlemek amacıyla önemli işlevsel özellikleri içinde barındıran geleceğin yaşam kart sistemidir. Bu sistemde, kayıtdışı ekonomi kayıt altına alınmış olur, gelir dağılımında adaletli bir yapının oluşmasına imkan verir, vergi adaletini sağlar, vergi kaçakçılığı ve vergiden kaçınmanın önüne geçilerek keyfilik önlenmiş olur, üretim kaynaklarında israfın önüne geçilir, üretimde etkinlik ve verimlilik sağlanır, üretim modelleri net olarak belirlenebilir, uygulanacak maliye ve para politikalarının önü açılır, ekonomiye dinamizm katar, ekonomide istikrar oluşturarak kırılgan bir ekonomiden disiplinli ve dayanıklı bir ekonomik yapının tesis edilmesini sağlar. Ekonometrik analiz olarak 1970-2017 yıllarını kapsayan çalışmada 8 farklı değişken (GSMH, Büyüme Oranları, Kayıtdışı Ekonomi miktarı, Dolanımdaki Para miktarı, Hesaplanan Dolanımdaki Para, İllegal Para miktarı, Paranın Gelir Hızı, Kayıtdışı Ekonomi Yüzdesi) ele alınmış olup, 48 yıllık süreci kapsamaktadır. Yapılan Granger Nedensellik testi ve VAR Nedensellik (WALD) testleri ile kısa ve uzun dönemde değişkenler arasındaki nedensellik ilişkisi incelenmiştir. Kısa dönemdeki analizlerde; kayıtdışı ekonomiden GSMH’ya doğru tek yönlü ve negatif ilişki saptanmıştır. İllegal para ile kayıtdışı ekonomi değişkenleri arasında çift yönlü ve pozitif ilişki tespit edilmiştir. İllegal paradan GSMH’ya ve iktisadi büyüme oranına doğru tek yönlü ve pozitif bir ilişki saptanmıştır. Paranın gelir hızından kayıtdışı ekonomiye doğru tek yönlü pozitif bir ilişki bulgulanmıştır. Yine paranın gelir hızından GSMH’ya doğru tek yönlü bir ilişki mevcuttur. Uzun dönemde ise, kayıtdışı ekonomi ile GSMH değişkenleri arasında negatif bir ilişki mevcuttur. İllegal para ile kayıtdışı ekonomi arasında çift yönlü ve pozitif ilişki saptanmıştır. İllegal para ile GSMH arasında çift yönlü ve pozitif bir ilişki bulunmuştur.

A number of major problems have begun to arise in the paper money system that has been treated for many years. It is the life card system of the future, which contains important functional characteristics in order to prevent imitation, destruction, all kinds of fraud. In this system, the unregistered economy is registered, it enables the formation of a fair structure in income distribution, it provides tax justice, it prevents tax fraud and tax avoidance, it prevents waste in production resources, it provides efficiency and efficiency in production, the production models can be clearly determined, the financial and monetary policies to be implemented are opened, it adds dynamism to the economy, it ensures the establishment of a disciplined and sustainable economic structure from a vulnerable economy by creating stability in the economy. The study, which covers the years 1970-2017 as an econometric analysis, has addressed 8 different variables (GSMH, Growth Rates, Unregistered Economy Quantity, Currency Quantity, Calculated Currency Quantity, Illegal Currency Quantity, Currency Income Rate, Unregistered Economy Percentage) and has covered a 48-year process. The Granger Causability Test and the VAR Causability Test (WALD) have studied the causality relationship between the variables in the short and long term. In short-term analyses, one-way and negative relationships from the unregistered economy to GSMH have been found. There has been a double and positive relationship between illegal currency and unregistered economic variables. A one-way and positive relationship has been established from illegal currency to GSMH and the economic growth rate. A positive one-way relationship has been found from the income rate of the money to the unregistered economy. Again, there is a one-way relationship from the income rate to the GSMH. In the long term, there is a negative relationship between the unregistered economy and the GSMH variables. There is a double and positive relationship between illegal money and unregistered economy. There has been a double and positive relationship between illegal money and GSMH.
