Soğuk Savaş sonrası yeni tehditlerin ortaya çıkması ve Avrupa Birliği’nin (AB) genişleme süreciyle Akdeniz hem Avrupa hem de Atlantik güvenliği için daha önemli hale gelmiştir. Avrupa Birliği Akdeniz bölgesinde işbirliğine yönelik girişimlerde bulunmuş ancak bu girişimler istikrarlı komşular çerçevesinde şekillenmiştir. Ancak Batı için Sovyet tehdidi sona erdikten sonra Ortadoğu ve Kuzey Afrika’da meydana gelen gelişmeler sonucunda AB’nin yanı sıra Kuzey Atlantik Andlaşması Örgütü (NATO) de güney ve kuzey işbirliğini artırmak; uluslararası güvenliğe katkıda bulunmak amacı ile Akdeniz’e yönelmiştir. AB’nin aksine NATO Akdeniz’deki çatışmaların önlenmesine yönelik stratejik ortaklık aramaktadır. Özellikle Ortadoğu’da yer alan istikrarsız devletler, yükselen radikal İslam ve kitle imha silahlarındaki artış NATO’yu Akdeniz’e yönlendirmiştir. Karşılıklı güvensizliklerin ortadan kaldırılması ile ortak güvenlik Akdeniz’e genişletilebilecektir. Bu çalışma, AB ve NATO Akdeniz politikalarının gelişimini irdeleyerek benzer ve farklılaştığı noktaları analiz etmeye çalışmaktadır. Bu çerçevede elde edilen bilgiler ışığında daha çok sert güç ile anılan NATO’nun ve normatif bir güç olarak ortaya çıkan AB’nin, Akdeniz’deki siyasi girişimlerinin yetersiz ve etkisiz kaldığı görülmektedir.
With the emergence of new threats after the Cold War and the expansion of the European Union (EU) the Mediterranean has become more important for the security of both Europe and the Atlantic. The European Union has made efforts to cooperate in the Mediterranean region, but these efforts have been formed within the framework of stable neighbors. But after the end of the Soviet threat to the West, as a result of developments in the Middle East and North Africa, the EU, as well as the North Atlantic Treaty Organization (NATO) also turned to the Mediterranean with the aim of enhancing south and north cooperation; contributing to international security. Unlike the EU, NATO is seeking a strategic partnership to prevent conflicts in the Mediterranean. Especially the unstable states in the Middle East, the rising radical Islam and the increase in mass destruction weapons have directed the NATO to the Mediterranean. With the elimination of mutual uncertainty, joint security will be extended to the Mediterranean. This study tries to analyze the points in which the EU and NATO's Mediterranean policies are similar and differentiated. In the light of the information obtained in this framework, it appears that NATO and the EU, which appears as a normative force, are not sufficient and ineffective in the Mediterranean political efforts.
