Gelişmiş ve uygar bir toplum oluşturmayı hedefleyen Halkevleri 19 Şubat 1932’de Türkiye’de on dört şube olarak hizmete başlamıştır. Mardin Halkevi, 23 Şubat 1934’te resmi olarak kurulmuştur. Altı şube ile faaliyete başlayan Mardin Halkevi, 1940’lar içerisinde üç şubenin daha eklenmesiyle faaliyetlerine aralıksız devam etmiştir. Bu şubeler; Kütüphane ve Yayın, Dil ve Edebiyat, Tarih ve Müze, Güzel Sanatlar, Halk Dershane ve Kursları, Spor, Sosyal Yardım, Temsil ve Köycülük Şubeleridir. Bunların arasında Türk Dili, Genel Tarih ve Edebiyat Şubesi; Yeni alfabe üzerinden okuma ve yazma kursları açma ve faal olan kurslara öğrenci bulmada en hareketli şubelerdir. Dil, Tarih ve Edebiyat Şubesi diğer şubelerle birlikte şehirde aktif olan kurum, kuruluş ve aydınlarla iş birliği içerisinde halkın eğitim standartlarını artırması için çaba sarf etmiştir. Bu iş birliği çerçevesinde 1939 yılına kadar Mardin ve çevresinde ortalama yirmi bin vatandaş okur-yazar duruma gelmiştir. Halkevleri tarafından her sene aşağı-yukarı 12 okuma-yazma kursu açılmıştır. Cumhuriyetin başlarında Mardin bölgesinde okur-yazar olmayanların oranı %90 iken, Halkevlerinin açtığı bu kurslar sayesinde bu oran %90’dan %10’a kadar düşmüştür. Mardin’in tarihi dokusu incelendiğinde Halkevlerinin yaptığı birçok faaliyete rastlamak mümkündür. Bu çalışmada halkevlerinin genel bir değerlendirmesi yapılarak Mardin ve ilçe halkevlerine ait CHP Teftiş raporları doğrultusunda Halkevlerinin Mardin ve çevresindeki faaliyetleri ve bölgenin sosyo-kültürel gelişimi üzerine etkileri ele alınmaya çalışılmıştır.
The Halkevleri, which aims to create a advanced and civilized society, began to serve as fourteen branches in Turkey on February 19, 1932. Mardin Halkevi was formally founded on 23 February 1934. Mardin Halkevi, which began operating with six branches, continued its activities without interruption with the addition of three branches in the 1940s. These branches are: Libraries and Publishing, Language and Literature, History and Museum, Fine Arts, Public Workshops and Courses, Sports, Social Aid, Representative and Village Branches. Among these are the Turkish Language, General History and Literature Branch; the most active branches in finding students to open and write courses through the New Alphabet. The Language, History and Literature Branch, together with other branches in the city, has made efforts to improve the educational standards of the public in cooperation with the institutions, organizations and the public. In the framework of this cooperation, until 1939, an average of twenty thousand citizens in Mardin and its surroundings became readers and writers. Each year, 12 lessons of reading and writing are opened. At the beginning of the Republic, the percentage of non-readers and non-writers in the Mardin region was 90%, while thanks to these courses opened by the People's Republic, this percentage fell from 90 to 10%. When the historic texture of Mardin is studied, it is possible to find many of the activities of the People's Covenant. In this study, a general assessment of the municipalities was made in accordance with the CHP Inspection reports of the municipalities of Mardin and the municipalities of Mardin and the surrounding areas of the municipalities and the impact on the socio-cultural development of the region.
