Abstract:

In this study, the government systems and the debates on the system change and the presidency system that have been ongoing in Turkey for many years are examined. The main issue of the work is whether the presidency system is applicable to Turkey or whether the problems are solved by remaining within the parliamentary system in the country. What are the government systems, the historic process of the government systems based on the differentiation of forces, the development of the parliamentary system in Turkey is analyzed, the discussions on the change of the government system in Turkey and eventually the possible consequences that may arise in the event of the implementation of the presidency system are also referred to in this study. It is also intended to keep light on the quest for a political regime in accordance with the constitutional strength of our country and thus discuss the proposed presidential or semi-presidential regime to overcome the instability of Turkey in the framework of different opinions whether it can be a solution.
