Abstract:

From the second half of the 20th century, especially after the 1980s, with the influence of neoliberal policies, the smaller but effective, non-touching states began to be targeted. States are now withdrawn from public services as much as possible, starting to choose the way to take the minimum number of services that can be called original and continuous. This will be done by means of the transfer of authorities from the center to the local office, if necessary, through various cooperation with the private sector. According to the subject of the study, the most obvious examples of the transformation of the type that covers the power-function periods of the central states will be examined as "municipalities". In this context, in many countries of the world and, at the same time, in our country, in different sections of society and between different political concepts, a common understanding of the strengthening and development of local governments has emerged. The developments that have begun in most countries on strengthening urban governments, granting autonomy to local governments and minimizing central control over these governments have begun to be more clearly included in international documents and the constitutions of the countries. The concept of municipality in the study has been studied in our country from the past to the present with the example of municipality and Swedish in Europe.
