İklim değişikliği, 21. Yüzyılın en büyük zorluklarından ve sorunlarından birini oluşturmaktadır. İklim değişikliğinin çok ciddi sosyo-ekonomik sonuçlara yol açabilecek bir sorun olarak nitelendirilmesinden dolayı, özellikle son yıllarda uluslararası gündemin üst sıralarında yerini almaya başlamıştır. Atmosferde karbondioksit oranını azaltmak küresel iklim değişikliği ile ilgili mücadelede yapılması gereken önemli çalışmalardan birini oluşturmaktadır. Ormanlar ise bu karbon depolama işlevi açısından karasal ekosistemde organik karbonun yaklaşık %78’ini tutması açısından çok önemli bir karbon depolama işlevi görmektedir. Kyoto Protokolü ile ortaya çıkmış olan karbon piyasaları sanayi sektöründe meydana getirmiş olduğu kısıtlamalar ve karbon finansmanı gelişimi sağlayacak bir takım altyapılara zemin hazırlamıştır. Türkiye’de sera gazı ile mücadelede iklim değişim politikaları henüz tam anlamıyla belirlenmemiş olsa da çalışmamızda Türkiye’de karbon piyasalarının gelişim sürecinden ve bunun ormancılığa ne tür etki ettiğinden bahsedilecektir.
Climate Change, 21 It is one of the greatest challenges and challenges of the century. As climate change is described as a problem that could lead to very serious socio-economic consequences, it has started to take its place in the top rankings of the international agenda, especially in recent years. Reducing carbon dioxide levels in the atmosphere is one of the important studies to be done in the fight against global climate change. Forests are considering this carbon storage function as a very important carbon storage function in terms of keeping approximately 78% of organic carbon in the ground ecosystem. The carbon markets that emerged by the Kyoto Protocol have prepared the ground for a set of infrastructures that will promote the development of the industrial sector’s restrictions and carbon financing. Although the climate change policies in the fight against greenhouse gas in Turkey have not yet been fully defined, our study will discuss the development process of the carbon markets in Turkey and how it affects forestry.
