Abstract:

Today, especially in the field of information technology, the developments have seriously affected the public sector as the private sector. With the new public administration concept replacing the traditional management concept, the use of information technologies and innovation-based practices in the public sector has begun to spread. UYAP, an innovative application developed in the Turkish public administration to reduce bureaucratic processes in the judicial field and to make judicial services more efficient, is an important example of the use of information technology in the public sector. After the sleep is implemented, it has been significantly saved in terms of both financial and time. Those who use this practice can benefit from many judicial services without having to go to court. Furthermore, thanks to the integration of this system with other public institutions and organizations, it has been contributed to the digital transformation process in the supply of public services in Turkey. In this study, the concept of bureaucracy was first explained in detail. It was later given information about the sleeping application. Finally, the impact of this application on bureaucratic processes has been analyzed.
