Abstract:

Social urbanism, in the broadest sense, can be defined as an understanding that allows municipalities to rely on people in the policies they produce, to implement human and community-centric practices. In Turkey, especially since the 1990s, the understanding of social urbanism, which began to expand the scope of personal efforts and work of some mayor's, has become one of the important political elements in the competition and promotion of cities. These services are mostly carried out in the framework of social assistance, social services and cultural activities. The purpose of this work is to reveal the services they do in the framework of the social community understanding through the Social Municipality Perception of the Istanbul Metropolitan Municipality Example and to identify the perceptions and attitudes of those who perform these services and those who benefit from the services offered. In this context, the literature on the concepts of social state/the state of prosperity, social policy and social municipality has been included. Then the services that IBB carried out in the framework of the social municipality concept were discussed.
