Abstract:

Any structural change in the education system in Turkey can be considered as a reflection of the demands of those who play a role in the education policy in general and the desire to change in the education bureaucracy rather than the needs and requirements related to education. These changes are the adding of courses to the curricula, the updating of the programs, the adding of a course with the same name to solve the various problems encountered, a new description or the change of the legislation. In Turkey, the objectives in political parties and government programs are becoming educational policies. Sometimes the National Security Council, the Ministry of Development, the Council of Ministers and the opinions of civil society organizations are arranged. According to the implementation and research results, the lack of regulation is harmful to the continuity of the process and in every change in the management causes new regulations. In October 2018 the National Education Ministry announced the 2023 Education Vision certificate. The main objective of the document is to educate generations who are equipped with the skills of the age and the future and who are able to spend this equipment for mankind, who are curious and sensitive to science and culture, who are qualified and moral. The purpose of education is to design and modify all subcomponents of the document system as an ecosystem at the same time. Moving from an integrated understanding of education with democracy and economics, students, parents, teachers, and school vision document have been treated as four basic concepts. In this study, the achievement of the objectives set out with the Education Vision 2023 is conducted by a critical perspective of the overall assessment of the achievement of the objectives set out by the past and current educational practices.
