Kış mevsimi her bölgede insan hayatı üzerinde tıpkı diğer mevsimlerde olduğu gibi farklı etki ve tepkilere sebebiyet vermektedir. Dünya üzerinde çeşitli coğrafyalarda ve özellikle Avrupa ülkelerinde kış ve kış mevsiminde oluşan atmosferle birlikte, kışın insanlar üzerine getirdiği olumlu yönler ile olumsuz yönlerini görmek, olumsuzlukları olumluya çevirebilmek, yağmurla – karla - kışla yaşayabilmeyi başaranları görmek, başarının ardındaki planlamadaki detayları irdeleyebilmek amacıyla İstanbul özelinde kış; Belediyenin kış ile ilgili plan ve görevleri konu edinerek anlatılmaya çalışılmıştır.
The winter season causes different effects and reactions on human life in each region, as in other seasons. With the atmosphere formed in the winter and winter seasons in the various geographical areas of the world and in particular in European countries, it has been tried to be explained in Istanbul in particular in order to see the negative aspects and the positive aspects that the winter brings to people, to be able to turn the negative aspects into the positive, to see the people who are able to live with the rain - the snow - the winter, to see the details in the planning behind the success; the municipality's plans and tasks related to the winter have been discussed.
