Klasik teorilere göre buzullarla kaplı olmasından dolayı “ulaşılamaz” olarak tanımlanan Arktik Bölgesi, küresel ısınma ile birlikte “ulaşılabilir” hale gelmiş ve yeni jeostratejik ve jeopolitik rekabetin odak noktası olmuştur. Bu yönüyle Arktik Bölgesi literatürde “Yeni Büyük Oyun”, “Büyük Kutup Oyunu”, “Yeni Soğuk Savaş” ve “Büyük Arktik Satranç Tahtası” gibi isimlerle anılmaya başlamıştır. Hiç bir devlete ait olmayan bu bölgede hidrokarbon enerji kaynaklarının yoğunluğu ve buzulların erimesi ile birlikte daha uzun dönemlerde kullanılabilen ve kısalan deniz ticareti yolları Arktik Bölgesi’ne yönelik ilginin artmasındaki en önemli etkenlerdir. Küresel ısınmanın doğrudan etkilediği konjonktürde, Arktik’e kıyıdaş olan devletlerin yanı sıra bölge dışı aktörlerin de katılımıyla yeni bir rekabet alanının oluştuğu ifade edilebilir. Bu sebepten dolayı Arktik Bölgesi’ne yönelik yeni bir jeostratejik model ve jeopolitik söylem gereksinimi doğmuştur. Bu çalışmada, devletlerin yeni rekabet alanı olan Arktik Bölgesi’ne yönelik yürüttükleri politikalar analiz edilmiştir. Arktik Bölgesi’nin kısa vadede uluslararası ilişkilerde meydana gelebilecek radikal değişikliklerin odağında olacağı savunulmuştur.
According to classical theories, the Arctic region, defined as "untransferable" because it is covered with glaces, has become "transferable" with global warming and has become the center of new geostrategic and geopolitical competition. In this direction, the Arctic region has begun to be mentioned in literature with names such as "New Great Game", "Great Pole Game", "New Cold War" and "Great Arctic Chess Table". The intensity of hydrocarbon energy sources in this region which does not belong to any state and the erosion of the glaciers can be used in longer periods and shortened maritime trade routes are important factors in the increased interest in the Arctic region. In the context that the global warming is directly affected, it can be stated that a new competition area has been formed with the participation of countries on the Arctic as well as non-regional actors. That’s why a new geostrategic model and geopolitical speech for the Arctic region has emerged. This study analyzed the policies that the states conducted towards the Arctic region, the new competitive area. It is said that the Arctic region will be at the center of radical changes that may occur in international relations in the short term.
