Abstract:

Makalenin amacı Karadeniz ve çevre ülkelerine Osmanlı-Rusya, Türkiye-SSCB, Türkiye-RF yöneticilerinin bakış ve uygulamalarını ortaya çıkarmak ve mukayese etmektir. Bu amaçla tarihi veriler taranmıştır. Devlet Arşivleri verileri vd. veriler değerlendirilmiştir. Karadeniz’in Osmanlı-Rusya ve Türkiye-SSCB ilişkilerinde bir barış denizi olmaktan ziyade hem yüzeyinin hem kıyılarındaki ülkelerin mücadele, muharebe sahası olduğu hipotezi test edilmiştir. Bu hipotezi aydınlatan, doğrulayan ya da yanlışlayan emareler, karineler, kanıtlar aranmıştır. Bulgular yöneticilerin genelde Karadeniz ve çevresini mücadele alanı olarak gördüklerini ve mücadele ettiklerini doğrulamıştır. Ancak veriler Türkiye-RF yöneticilerinin özellikle Putin döneminde işbirlikçi rekabet içinde olduklarını göstermiştir.

Abstract:

The purpose of the article is to reveal and compare the views and practices of the Ottoman-Russian, Turkish-SSCB, Turkish-RF managers to the Black Sea and its surrounding countries. For this purpose, historical data has been scaned. State archives of data. The data is evaluated. It has been tested the hypothesis that the Black Sea in the Ottoman-Russian and Turkish-SSCB relations is a sea of peace rather than a fighting, fighting field of countries on both its surface and coastline. This hypothesis was sought for orders, currents, evidence to illuminate, verify or mislead. The findings have confirmed that managers often see the Black Sea and its surroundings as a fighting area. But the data showed that the Turkish-RF leaders were in cooperative competition, especially during the Putin period.

The aim of the article determines and to compare the view and practice of administrators Ottoman Empire-Russian Empire and Turkey-USSR and Turkey-Russian Federation to the Black Sea and its coastal countries. For this reason, historical data scanned. State Archives and other data evaluated. The hypothesis that administrators generally looked at or had to look at the map of the Black Sea and its coastal countries for defense or attack planning was tested. Clarifier, verifier, or falsifier indicators, presumptions, evidence for the hypothesis were inquired. Findings verified that administrators of the Ottoman Empire-Russian Empire, Turkey-USSR viewed the sea and its coastal countries generally as a competition area and struggled in that area. But the data indicated that the administrators of the TurkeyRussian Federation were in cooperative competition especially in the Putin era.
