In this research, it is aimed to determine the quality standards for the content of science education teacher training programs and student admission. Survey method which is a quantitative research method was used in the research. The research consists of two stages. In the first phase, a scale was developed for the research topic. In the second stage, the application was carried out. Working with the various universities in Turkey's science teacher candidates studying with faculty who are working in these universities still working in designated provinces and science teachers have been consulted. A total of 1352 people participated in the study. As a data collection tool, a scale consisting of 4 factors and 42 questions was developed by researchers in the form of 5 Likert types. The data obtained at the end of the study were analyzed using SPSS 20.0 and LISREL 9.2 packet programs. The results of the exploratory factor analysis showed that the factor loadings varied between 0.577 and 0.867, that the Kaiser-Meyer-Olkin value was 0.846, the declared total variance was 54.06% and Cronbach's Alpha value was 0.854. As a result of confirmatory factor analysis, it is found that X2/Sd value is 1,28, the RMSEA value is 0,03, NNFI value is 0,98, SRMR value is 0,04 and AGFI value is 0,87. According to the results of the research, a scale providing validity and reliability has been developed and it has been determined that stakeholder opinions (teacher candidates, teachers, teaching members) participate in "very important" level of quality standards.
