Abstract:

This study examined the private military companies (SAIDs) used by both developed and failed states to perform some functions of the national armies. The phenomenon of OASs often opens and redefines the boundaries of the private sector and the public sector, in particular privatization and marketing. In this framework, it was first referred to the new public business and management approaches in order to explain the theoretical infrastructure on which the work was based. Then, the OASs were assessed in terms of political costs, national security and legality standards. Finally, the development of the OAS in Turkey and the arrangement of this new issue in administrative and legal aspects have been examined and proposed.
