Bir ülkenin yönetim sisteminin incelenmesi, öncelikle o ülkenin uygulama örneğini karşılaştırma olanağı vermektedir. Uluslararası genel kabul görmüş iyi uygulama, standart ve ilkeler, bir kamu yöneticisine hiç değilse perspektif ve öngörü kazandıracaktır. Karşılaştırmalı bakış açısı ayrıca benzerlik ve farklılıkları göstermesi, iyi ya da kötünün değerlendirilmesi ve yol haritasının çizilmesi bakımlarından da yararlıdır. Bir süredir Yeni Kamu Yönetimi reformlarından etkilenen Türkiye’nin, Anglosakson modelin nüfuzu altında olan Yeni Zelanda örneğini incelemesi gerekmektedir. Çünkü Yeni Zelanda, benzer reformları aktaran ve uygulayan bir ülke olması nedeniyle ders çıkarılabilir niteliklere sahiptir. Bu yazıda Yeni Zelanda Planlama Kurumu bağlamında bir Anglosakson kamu yönetimi modeli değerlendirmesi yapılacaktır. İlk bakışta kamu-özel sektör ve hizmetlerin içiçe geçtiği görülmekte ve Britanya ülkesinin model alındığı ifade edilebilmektedir. Modelin kendisi yerel siyasetin üzerinde bir konumda olduğundan bağlılığın araçsallığı öne çıkmış durumdadır. Bu kapsamda öncelikle ülke hakkında kısa bilgiler verilecek ve çalışmanın ilk bölümünde, ülkede 1984 sonrasında yapılan ve kamu yönetimi reformu niteliği taşıyan önemli reformlarla birlikte, merkezi yönetim ve yerel yönetimler kısaca değerlendirilecektir. İkinci bölümde ise merkezi planlama örgütü olan Yeni Zelanda Planlama Kurumu’nun kurumsal yapısı, planlama anlayışı ile planlama uzmanları için belirlenen ilkelere yer verilecektir.
The study of a country’s system of governance gives the opportunity to compare the example of the country’s implementation. Good practices, standards and principles recognized internationally will give a public manager a perspective and forecast at all. The comparative perspective is also beneficial in terms of similarities and differences, the assessment of good or bad and the drawing of a road map. Turkey, which has been influenced by the new public administration reforms for a long time, needs to examine the example of New Zealand, which is under the influence of the Anglosakson model. Because New Zealand has the qualifying qualities because it is a country that translates and applies similar reforms. This article will be a review of an Anglosakson public administration model in the context of the New Zealand Planning Authority. At first glance, the public-private sectors and services are overwhelming and it can be stated that the British country is modeled. Since the model itself is in a position over the local policy, the commitment’s automation is in the forefront. In this context, first and foremost, short information about the country will be provided, and in the first part of the study, together with the major reforms in the country after 1984 and the public administration reform will be briefly assessed, the central administration and local governments. The second section will include the corporate structure of the New Zealand Planning Authority, the central planning organization, the understanding of planning and the principles specified for the planning experts.
