OSMANLI DEVLETİ’NDE YEREL YÖNETİM KÜLTÜRÜ

Abstract:

Osmanlı Devleti 621 yıl yaşamış ve üç kıtaya hükmetmiş bir devlet olarak sınırları içerisinde ve yönetimi altında yaşamış olan insanların yerel nitelik taşıyan ihtiyaçlarını karşılamak için günümüz modern anlamındaki yerel yönetim birimlerine benzemeyen kurumlardan faydalanmıştır. Bu kurumların analizinin yapılması, Osmanlı Devleti’nin yerel yönetim kültürünün betimlenebilmesi açısından önem taşımaktadır. Aksi takdirde Osmanlı Devleti’nin yerel yönetim kültürünün bulunmadığını ifade etmek yanılmalara sebebiyet verebilecektir. Bununla birlikte günümüz modern anlamında bir yerel yönetim yapılanmasının tarihinden söz edebilmek için yakın sayılabilecek bir zaman dilimine gitmek gerekmektedir. Buna rağmen bu yakın geçmiş yapılanmaların Osmanlı Devleti’nin gerçek yerel yönetim kültürünü maskeleyen bir görev üstlenmesinin de önüne geçmek gerekmektedir. Bu amaçla bu çalışmada Osmanlı Devleti’nin Tanzimat öncesi ve sonrası olmak üzere iki dönemde yerel yönetim kültürünü oluşturan kurumların analizi literatür taraması yöntemi kullanılarak betimsel ve tartışmacı bir yöntemle gerçekleştirilmiştir. Değerlendirme alınan konunun Osmanlı kul sistemi üzerinden açıklanmaya çalışılması ve anlatımların ruhunun bu sistemin kurgusundan beslenmesi ilgili konuya farklı bir bakış açısından yaklaşılması adına önem taşımaktadır. Bu çalışmadan beklenen nihai sonuç Osmanlı Devleti’nin yerel yönetim kültürünü dışarıdan ithal etmediği, yalnızca modern anlamda yeni bir kurumsallaşma çabası içerisine girdiği ve zaten kendi özünde yer alan kurumların yerel yönetim kültürünü oluşturabilecek niteliklere sahip olduklarını vurgulamaktır.

Local Governance Culture in the Ottoman State

The Ottoman State has lived for 621 years and has taken advantage of institutions that are not similar to local governance units in the modern sense of today to meet the needs of people who have lived within and under their borders as a state ruled on three continents. The analysis of these institutions is important in terms of the image of the Ottoman State's local governance culture. Otherwise, stating that the Ottoman State has no local governance culture can cause errors. However, it is necessary to go to a time range that can be closely counted in order to speak about the history of a local government in the modern sense. Nevertheless, these recent structures must also prevail that the Ottoman State takes a task that masks the real local governance culture. For this purpose, the analysis of the institutions that form the local government culture in the two periods of the Ottoman State before and after the Tanzimat was carried out using the literary scan method in a picturesque and controversial way. The assessment of the subject is important in order to try to explain it through the Ottoman system of worship and the spirit of the narratives from the fiction of this system is important in order to approach the subject from a different perspective. The final result expected from this study is to emphasize that the Ottoman State does not import the local governance culture from the outside, that it is only in a new corporation effort in the modern sense and that the institutions already in its essence have the qualities that can create the local governance culture.

The Ottoman Empire, lived for 621 years and dominated three continents, benefited from institutions unlike those in modern-day local authority units, to meet the local needs of people lived in and under her borders. The analysis of these institutions is important for the description of local culture of the Ottoman Empire. Otherwise, it would be misleading to state that the State has no local culture. However, in order to talk about history of a modern local authority structure in today's modern sense, it is necessary to go to a close time. Nevertheless, it is necessary to overcome the fact that these recent implementations of the Ottoman Empire have a duty to mask the actual local authority culture. For this purpose, in this study, the analysis of the institutions which formed the local management culture in two periods of the Ottoman Empire before and after the Tanzimat period was carried out by using the literature search method in a descriptive and argumentative way. It is important to try to explain the subject of the evaluation through the Ottoman kul system and to feed the spirit of the narratives from the fiction of this system from a different point of view. The expected conclusion is to emphasize that the Ottoman Empire does not import the local authority culture from the other states, but merely enters a new institutionalization struggle in the modern sense, and that the assets of the institutions already at its core have the qualities to form a local authority culture.
