Abstract:

The aim of this study is to emphasize the disciplinary issues concerning teachers and administration in primary schools and to identify the rewarding and punishment processes. The target population of this study consists of all primary school teachers and principals in Istanbul. The statistical data is gathered through the annual presentation files of inspectors and the research data collected through survey by the Personnel Office of the Directorate of National Education. The collected information, during the years from 1997–1998 to the end of 2008-2009, consists of data related with reward and punishment offers given to the disciplinary offences. Though indicating differences among years, the most common offences are misuse of authority, and obtaining illegal profit, job negligence, reactionary activities, insult and collecting illegal registration. The punishments that are mostly received are warning, condemnation and prohibition of salary receipt. The rewards on the other hand are limited to receiving bonus salaries and gratitude certificates. However, these rewards as counted, represent few of teachers and principals. In our country, there is a lack of practice about this concept. The disciplinary practices towards teachers and principals, is not in such a way that promotes quality of profession and motivate teachers and principals.
