Sivil nüfusun ne kadarının çalışmak istediğini gösteren işgücüne katılım oranının yüksek olması, ekonominin üretim gücünü arttırarak, büyümesine ivme katmaktadır. Türkiye’de, Mart 2017 itibarıyla işgücüne katılım oranı kadınlarda % 32,9 iken, erkeklerde % 71,9’dur. Türkiye, kadınların işgücüne katılım oranı açısından 138 ülke içinde, 125. sırada yer almaktadır. Türkiye’de kamu eğitim harcamaları ile kadınların ve erkeklerin işgücüne katılımları arasındaki ilişkiyi ortaya koyabilmek amacıyla yapılan bu çalışmada 2006-2016 dönemine ilişkin aylık veriler, VAR modeli ile incelenmiştir. Sonuç olarak, kamu eğitim harcamalarındaki artışın, kadınların erkeklere göre daha yüksek oranda işgücüne katılımlarını sağladığı, erkek işgücündeki değişimin de eğitim harcamaları üzerindeki etkisinin görece daha fazla olduğu bulunmuştur.
The high rate of participation in the labour force, which shows how many civilians want to work, increases the productive power of the economy and contributes to its growth. In Turkey, since March 2017, the participation rate in labour is 32.9% in women, while 71.9% in men. Turkey is ranked 125th in 138 countries in terms of women’s participation in labour. In this study, with the aim of revealing the relationship between public education spending and women and men’s participation in labour in Turkey, monthly data for the period 2006-2016 were studied with the VAR model. As a result, the increase in public education expenditure has found that women have a higher rate of participation in labour than men, and that the change in male labour has a relatively greater impact on education expenditure.
That the heightness of labor force participation rate showing that how much of the civilian population wants to work give acceleration to the growth of the economy by increasing its production power. The aim of this study is to demonstrate the effect of public education expenditures on the participation of women and men to the labor force in Turkey. For this purpose, the relationship between public education expenditures in Turkey and the participation of women and men to the labor force was investigated via the VAR model using monthly data for the period 2006-2016 in this study. Finally, it was found that the increase in public education expenditures cause women to participate to labor force in higher rate than men, and that the the effect of the change in male labor force on education expenditures is relatively more.
