Azerbaycan bağımsızlık sonrası dönemde birbirinden farklı özelliklere sahip üç dönem yaşamıştır. Bu dönemler kendi özelliklerini dış politikaya da yansıtmıştır. Ancak her üç dönemde de tarihi, ekonomik, jeo-stratejik, demografik, siyasi öğeler dış politikaya doğrudan etki etmiştir. Bu öğelerin etkisiyle küresel güçler bölgeye ilgi göstermiş ve Azerbaycan’la yakın ilişkiye girmenin yollarını aramıştır. Bu öğelerin etki oranına göre Azerbaycan dış politikası bazen Rusya’ya, bazen Batıya yönelmiş, bazen de bu güçler arasında denge kurmayı amaçlayan denge politikası şeklinde belirlenmiştir. Bu öğelerin dış politika üzerindeki etkisi ile devlet bazen ideolojiyi, bazen enerjiyi, bazen de başka bir unsuru dış politikanın ana öğesi yapmıştır.

Azerbaijan has experienced three periods with different characteristics in the postindependence period. These periods reflected their properties in the foreign policy of the country. However, during each of the three periods, historical, economical, geo-political, demographic, and political elements have made a direct impact on foreign policy. The effect of these factors caused global powers sought to enter the region and make close relationship with Azerbaijan. According to the impact ratio of these elements, the foreign policy of Azerbaijan sometimes directed to West and Russia, sometimes towards the balance policy which aimed to establish balance between these policies. By the impact of these factors, sometimes ideology or energy, sometimes other elements has been made the main element of the foreign policy of the country by the state.
