Özet:

Providing the military men of the Armed Forces of Ukraine with accommodation is a social security type. In spite of the possible options for provision with accommodation guaranteed by The Law of Ukraine of 20.12.1991, №2011-XII «About social and legal protection of military men and members of their families», the state of its implementation is the most burning issue in the army. Inability to modernize and reform the housing provision system (especially since contract army has been introduced) annually leads to the growth of accommodation turn in the Armed Forces. The basic problem of the issue solution concerning the provision of military men (who are in a housing turn) with accommodation is a low level of budget expenditures on programme 2101190 «Construction (acquisition) of housing for the military men of the Armed Forces of Ukraine» and the inefficiency of their use purposefully. The experience of foreign countries, which are NATO members concerning the housing provision, witnesses that most of them provide military men with official accommodation or interest-free loans, however, Ukraine keeps on the practice of providing free accommodation. To solve the housing provision issue of military men and members of their families successfully, it is necessary not only to improve the exicting system of military men’s housing provision, but also to use the experience of the leading countries. Thus, to fulfil the social guaranties for AFU military men, it is necessary to implement new tools for financial provision of housing construction typical for the market economies.
