Abstract:

It is rather a new field to be evaluated of public administration as a separate discipline. In 1887, proposed by Woodrow Wilson, the public administration which was accepted as a separate discipline, by separating from political science. At the same time, it is accepted that the public administration is only interested in the executive power among the functions of a state which has three functional powers as legislature, executive and judiciary. The main aim of this paper is to stress that the public administration is not only interested in executive function of state, but also legislature and judiciary. Because the state phenomenon is a whole. To fragmentize to the state as an academic discipline, which will bring the questions marks together with it in terms of scientific. Politics takes decision in the state and public administration administers in a manner of questionless. The discipline, which has only executive qualification, is examined in terms of science, brought a deficiency together with it. In this paper, it has been stressed that it is not supposed to separate public administration from politics, to supposed to reconfigure the public administration as a “state discipline” in the context of non governmental organizations and governance, the requirement of legislative, executive and judicial powers should be considered as a whole in terms of science by using literature review method
