Abstract:

The revenue sources of municipalities are regulated by the laws in Turkey. Participation charges for municipal expenditures are among the revenue resources of municipalities in the law No. 2464 in Municipal Revenues.Participation charges for municipal expenditures are based on to the allocation of costs among people who benefit from municipal infrastructure activities such as road, water and sewage provided by municipalities. With this kind of established cost-benefit relationship, efficiency in resource allocation is tried to be achieved.Given the practices, participation charges for municipal expenditures have not an important share in municipal revenues both in Turkey and Çanakkale. This situation is valid for both total and own revenues of municipalities
