Osmanlı Devleti Amerika Devleti ile imzaladığı 1830 ticaret anlaşmasıyla birlikte uygulamaya koyduğu gümrük tarifesini dönemin iktisadî şartlarına göre ortaya çıkan yeni gelişmelere bağlı olarak değiştirmek istemiştir. Bu değişimde iki önemli etken dikkat çekmektedir. Birinci etkenin ürün fiyatlarındaki artış ile alınan gümrük vergisinin azalması olacaktır. İkinci etkenin ise dünya iktisadî şartlarındaki gelişmelere bağlı olarak kadîm iktisadi anlayışını değiştirme girişimleri olacaktır. Osmanlı devleti Amerika ile gümrük tarifesini 20 Mart 1862 ticaret anlaşması sonrası yenilemiştir. Tarife Osmanlı Türkçesine göre iki tarafın temsilcilerinin gözetiminde hazırlanmıştır. Bu çalışmada tarife defterinde yer alan emtia çeşitlerinin Osmanlı Türkçesinden Latin alfabesine çevirisi yapılırken, orijinal ifadelere sadık kalınmıştır.
The Ottoman State wanted to change the customs tariff that it had put into practice with the 1830 trade agreement signed with the American Government, depending on the new developments in the economic conjuncture. Two important factors in this change attract attention. The first factor will be an increase in product prices and a decrease in customs duties. The second factor will be attempts to change the economic concept of the economy depending on the developments in the world context. The Ottoman state renewed the customs tariff with the American Government after the 20 March 1862 trade agreement. The tariff was prepared under the supervision of the representatives of the two sides according to the Ottoman Turkic. In this study, while the commodity types in the tariff book were translated from Ottoman Turkic to Latin alphabet, the original statements were true.
