It is undeniable that, in 19th century, one of the most challenging subjects that Ottoman State was busy with was brigandage. Thus, reconstructing public order and providing citizens with security was so important for Ottoman State’s future. Given the significance of the situation, one of the most experienced bureaucrats of the Empire prepared a report on how to cope with mobs and why the public order was corrupted, then presented it to the Sultan. In the report, he proposed that the main causes of this corruption on public order were negligentia of police, gendarmerie and judiciary crew or lack of education of those mentioned, their upbringing surroundings and their being less paid.
