Kayıt dışı istihdam, kayıt dışı ekonominin bir yansıması olarak karşımıza çıkmaktadır. Kayıt dışılık, birçok gelişmekte olan ülkede olduğu gibi Türkiye’de de sosyal ve ekonomik sorunlara yol açmaktadır. Kayıt dışı istihdam, bazen yapılan faaliyetlerin ilgili kurum ve kuruluşlara hiç bildirilmemesi şeklinde ortaya çıkmaktadır. Bazen de yapılan faaliyetlerin ilgili kurum ve kuruluşlara gerçek değerleri üzerinden bildirilmemesi şeklinde ortaya çıkabilmektedir. Ancak ne şekilde olursa olsun, kayıt dışılığa ilişkin kayıplar, ülke ekonomilerini gün geçtikçe daha fazla yormaktadır. Bu çalışma Türkiye’de TR 32 bölgesinde inşaat sektöründe faaliyet gösteren firmaların kayıt dışılığa ilişkin durumlarını ortaya koymaktadır. Bu bağlamda Türkiye İstatistik Kurumu 2016 yılı Hane Halkı İşgücü Anketi ve Gelir Yaşam Koşulları mikro veri setlerinden yararlanılmıştır. Öte yandan Denizli ilinde inşaat sektöründe faaliyet gösteren firmalarda yer alan işçi ve işverenlerle derinlemesine mülakatlar yapılmıştır. Çalışma kapsamında inşaat sektöründe kayıt dışı çalışmanın, genel kayıt dışılık oranına göre daha yüksek olduğu, ancak TR 32 bölgesinde inşaat sektöründe faaliyet gösterenlerin, genele oranla daha az kayıt dışı çalıştıkları tespit edilmiştir. Türkiye dışında doğanların yaklaşık %78’inin kayıt dışı çalıştığı, okuma yazma bilmeyenlerin, okuma yazma bilenlere göre daha fazla kayıt dışı çalıştığı, yarı zamanlı çalışanların, tam zamanlı çalışanlara göre daha fazla kayıt dışı çalıştığı tespit edilmiştir. Ayrıca bireylerin geliri arttıkça kayıt dışılığın azaldığı saptanmıştır.
Unregistered employment is a reflection of the unregistered economy. Registering exclusion, as in many developing countries, leads to social and economic problems in Turkey. Unregistered employment sometimes occurs in the form of no notification of the activities carried out to the relevant institutions and organizations. Sometimes it may also appear that the activities carried out in the form of not being notified to the relevant institutions and organizations through their actual values. But no matter how, losses related to the registration exclusion, the country’s economies are increasingly burning over the day. This study reveals the situation of companies operating in the construction sector in the TR 32 region in Turkey with regard to the registration exclusion. In this context, the Turkish Statistical Authority has taken advantage of the 2016 Home People’s Labour Survey and Income Life Conditions micro data sets. On the other hand, deep interviews were made with workers and employers involved in the construction sector in the Denizli province. In the framework of the study; the unregistered work in the construction sector is higher than the general registration exceptance rate, but those operating in the construction sector in the TR 32 region have been found to work less unregistered than in general. About 78% of people born outside of Turkey are unregistered, those who don’t know how to read and write work more unregistered than those who know how to read and write, part-time employees work more unregistered than full-time employees. As the income of individuals increases, the registration exclusion decreases.
Informal employment emerges as a reflection of informal economy. Informality, as in many developing countries, is a cause of social and economic problems in Turkey as well. Informal employment sometimes emerges from the fact that the activities carried out are not reported to the relevant institutions and organizations. It other cases, it arises as a result of the fact that the activities carried out are not reported to the relevant institutions and institutions at their actual values. However, whatever the case, the loss of informality tends to exhaust the country's economy day by day. The study reveals the situation of informality for the companies of construction TR32 region in Turkey. In this context, 2016 Household Labor Force Survey of Income and Living Conditions micro data sets of Turkey Statistical Institute are utilised. On the other hand, in-depth interviews are conducted with employees and employers of the companies operating in the construction sector in the province of Denizli. In this scope; it is found that informal working in the construction sector is higher than the general informality rate, but it is also found that those working in the construction sector in TR32 region have less informality compared to the general rate. Approximately 78% of those who were born outside of Turkey are determined to be unregistered; the illiterates are found to be working more informally than the illiterates, and it is found that part-time workers are more informal than full-time workers. Moreover it is also determined that as the income of the individuals increases, the informality decreases.
