Okuma kültürü ve kütüphane kullanma alışkanlığı tarihimize bakıldığında, bu alışkanlığın hiçbir devrede toplum temelinde birzemininin olmadığı görülmektedir. Hem devlet hem de sivil kuruluşların politikalarında, ülkenin geleceğinde söz sahibi olacak çocuklara,kitap ve kütüphane kültürünü benimsetebilecek bir yaklaşımın yeralmıyor oluşu, bu konudaki altyapı eksikliğinin hâlâ devam ettiğinigöstermektedir. Ailelerdeki okuma alışkanlığı kültürünün de sonderece zayıf olması nedeniyle, okul öncesi dönem çocuklarının zihinlerinde bir kitap ve kütüphane mefhumunun yerleşmesi ancak, okulöncesi kurumlarda “Anaokulu Kütüphaneleri” nin kurulması ilemümkün görünmektedir. Dolayısıyla, bir an önce hayata geçirilmesigereken bu projenin odak noktasının, topluma uzun vadeli etki vekatkıları için, 3-6 yaş arasındaki okul öncesi dönem çocukları olmasıgerektiği çok açıktır.Bu çalışmanın amacı, Türkiye’de okumayı bir alışkanlığa dönüştürebilmek ve bu alışkanlığı bir kültür haline getirebilmek için, okulöncesi dönem çocuklarının zihinlerinde kitap ve kütüphane kavramının yer etmesi gerektiğinin altını çizmek ve bunun için anaokulukütüphanelerine ihtiyaç olduğunu vurgulamaktır
