The change process that has taken place in the world in recent years has caused the management mentality to fall into a big gap from a paradigmal point of view. This period, which is inspired by management techniques applied in the private sector in public administration, has come to the forefront with its uncertainty and chaotic structure. The proper management of this period in more static organizations unique to the public sector has led to the emergence of new approaches. In this process, the traditional management approach, which struck the last quarter of the twentieth century from the Industrial Revolution, has become more questionable and the management situation has been tried to be reshaped. Strategic management, as a private sector management technique, has also been regarded as the most strategically correct method of moving towards specific targets in an environment full of uncertainties. In our country in recent years, the legal infrastructure for creating implementations of strategic management practice in public management approach, which ultimately is a legal requirement to become process in local governments, are the main themes to be emphasized in this regard.
