Transportation investments are one of the main factors that directly affect the shaping of urban space, which is the directing influence of the urban functions on location selection decisions and determines the direction of the city's macroform development. Recently, the effects of new transportation investments are being observed with the process of change in the near or periphery of the city where they are located. Transportation investments cause the city's main dynamics to start at the beginning of the change process and to re-shape the space at different dimensions at the regional scale, and to grow to the periphery of the city with accessibility. Therefore, such new transportation investments, pressure to build up accessibility on the periphery is emerging, and these areas gradually turn into urban land in the direction of demand. Failure to limit the tendency to urban development as a result of the transportation investments that have taken place, results in uncontrolled growth over the environmental settlements. In this environment, how urban growth should be, where and how much should be expected, what kind of development should be expected in the sectoral sense, how to meet the demands of the investment will be answered in the urban space. In this study, it was emphasized that the projected transportation investment decisions should be made by scaling to higher scale plans, which are resistant to the process and the whole plans are produced.
