Abstract:

Turkey has invested for tourism sector during years in different fields. Marine tourism has been developed in parallel to those investment policies and Turkey owned a unique wooden yacht fleet as a result. By 2013, number of commercial yachts are 2400 and daily excursion boats 1051. Again by same year, number of Certified yacht marina is 42 and mooring capacity is 14314, capacity of sheltering ashore is 5537. Apart from commercial fleet, a distinctive number of private yachts moored in yacht marinas. Although this development, marine tourism management companies are getting shrink but continued to serve local economies in Turkish coastal line and moreover helped to create subsidiary economical fields. During this recession period, some management companies intended smuggling of migrants illegaly.  Although Smuggling was started initally by some Professional seamen, such kind of management companies continued smuggling after those seamen were arrested. But, after such non seamen originated people interfered with human smuggling, we became witness to huge number of tragedies. Although, migrant smuggling problem was appeared after Syrian migrants in our country, it was used as a way of immigration in neighbouring countries long years. Even Syria problems were solved during next years, it won’t be resolved to use Turkey as a migration smuggling path. A very well organized smuggling network realize Transportation of migrants towards to metropoles, accomodation, ad then transferring to greek islands. Sea ways are one of the most important part of it. Improvement of marine tourism will be a very important precaution against smuggling. But first of all, we should consider that reconstruction of peace in the middle east would be a very significant way to overcome of recession over tourism sector. This necessiates a permanent peace in the region. When we consider injustice over national income and unsolved problems in the world last century, it seems too difficult  to reconstruct the peace in the East Medittarenean in a short term. Therefore, Turkey must find individual solution for migration problem.  The most important solution is to improve quality and institutionalization in the marine tourism management and hosting visitors from developped and rich countries. Sectoral Strategic planning should be made for marine tourism. The planning active participants and practitioners should be EC organs, EC civil society organizations, and sectoral represantatives. After marine tourism managers started to earn same as previous, one of the most important link in the smuggling chain will be broken. Migrant smuggling problem will be solved most probably after ceasing sea ways. The Mediterranean era will be mentioning the quality of touristic activities but not illegal immigrants drama. In this study, it is examined how to improve marine tourism in parallel to obstract migrant smuggling.
