The existence of each organization is shaped around an aim. The organization will continue to exist as long as this aim is obtained, realized and is meaningful. The different sub-systems that make up the organization have to aim for it in a way that is compatible with some of them. The management system and its conception are the basic structures that ensure compatibility of these subsystems. There are different thoughts in the historical process regarding how the management system would be shaped and how it would be implemented. These different thoughts are often influenced by paradigms that shape the social system in their own historical processes. There have been significant changes in the interpretation and implementation of the concepts that constitute the foundations of the management understanding. Basically managing an organization and the tools used in management haven’t been changed. The notes are the same as they are in music notes. However, the music played is now different. Today one of the important issues that affect the management approach is the concept of change. Change has gathered so much speed that organizations are trying to exist in a sea of chaos. In this study, the development of management and chaos theory are taken into consideration. For this purpose, in theoretical framework, it is aimed to examine the development of management concept in chaos theory and then to make suggestions.
