In Turkey the banking sector is taking a new shape due to privatization and foreign participation policies. Today, the foreign ownership in the deposit banks formed by private capital has reached almost 50 percent. Under the new world order, as it was the case in other countries, Turkey was also convinced about the benefits of privatization and foreign investments as strategies to improve the efficiency in economic operations. Soon these strategies were converted to be ends, rather than being means to reach the ends. When privatization and sales to foreigners are used as ends rather than means, Turkey lost its chance to use its banking sector as a means, helping to reach the economic objectives set for the country. Privatizations and attracting foreign capital cannot be considered ends; they are just means to reach ends. The partnerships with foreigners need to be strategic partnerships to serve the interests of Turkey also. Turkey need to distribute the benefits of development to every part of its land and has to develop a banking sector to provide this chance.
