(A Comprehensive Regulation of Risk Management: Basel II and Possible Effects on SMEs) In near past, some banks have gone bankrupt because of bad administration, defraudation or not having had capital structure which could carry the risks borne by banks. Comprehensive regulations about banking applications have been needed thus, Basel-I has been published in 1988; after it in 2004 Basel-II has been published.. Basel-II is mainly based on the principle ‘banks should have capital structure that is parallel toamount of risks which they face to. In one side capital structure and in other side risks exposed to should be managed and controlled effectively. Basel- II, that regulates these subjects widely, will affect banks and also the institutions using credits. Small and medium sized entities (SMEs) are common and numerous thus SMEs are one of the primal elements will be affected by Basel-II applications.
