Abstract:

The government is the highest executive body in charge of identifying and implementing the politics of the state in all areas. The government program is also a document which contains the basic policies of the executive body aimed at implementation and, on this basis, the Assembly wants confidence. When considering sixty-five Republican governments as a whole from the establishment of the Republic, democratization policies have taken place in almost every government program; it has been even one of the most basic features of some. In this context, the concept of "democratization" was first given to the government of Şükrü Saraçoğlu, the concept of democratic regime has begun to come to the forefront with the passing of multi-party allegations. The concept of "Democratic Republic" has been used for the first time since 1960's, and in the later periods in the scope of democratization, In the later periods, within the scope of democratization, increasing civil-society, rights and freedoms began to gain importance. In this study; The proclamation of the republic, the program of 43 governments working until September 12, 1980, the military coup, was examined. Concepts that have gained priority in democratization in the texts examined by screening; democratic regime, electoral system, press freedom, power-opposition relations, trade union organization, the development of individual rights and freedoms, and the improvement of socio-economic structure. In comparison, it has been observed that the democratization policies of the governments continue with an increasing tendency due to the conjunctural internal and external developments.
