Abstract:

Knowledge is one of the subjects that are very important to determine the level of economic development. This study tries to find out the essential characteristics of the knowledge based economies. For this purpose, in the literature "information economics index" and "information index" which were developed by World Bank are used. In these indexes, Turkey is also analyzed in detail. In addition to those indexes, human development index that indicates that how much a country is developed by the human capital resources will be used. This study also considers about which factors affect Turkey's human development index level. In the further, this study aims to advise to policymakers. This study also analyzed preparation to the networked readiness index which shows how much a country is using information and communication technologies. Turkey is analyzed by the index.
