Following the oil crisis, uncertain and high level energy costs caused by the fluctation of the oil prices, particularly drove the developed countries to invest research and development (R&D) areas within the energy industry. However, the research and development expenditures that have been made since 70’s have changed the energy costs mostly depending on the fluctations. Also these expenditures generally could not be applied within the framework of a systematic government policy. While the energy related geopolitical competitions continue amongst the countries; the increase of the world population, increasing energy demands due to the technological developments and the danger of the exhausting of energy resources; using of the effective -secure energy and finding the alternative energy resources have increased the importance of research and development activities on the way of energy development. Thereby, the developed countries have started to develop the systematical policies in this area. In this study, the effects of the policies implemented by the OECD countries on R&D expenditures in energy sector will be discussed and the energy technology R&D policies of Turkey will be compared accordingly. This study basicly aims to state the feasibility of R&D policies of the free marketoriented energy technologies implemented by the developed countries on the developing countries such as Turkey
