Globalization, technological developments, workforce diversity and similar causes have evoked new trends in human resource management. The aim of study is to explain appearing trends in human resource management, and to indicate possible the driving forces behind these trends, and to discuss the applicability of these trends in public administration. In general, technology, competition, labor cost, globalization, demographic changes, total quality management are becoming driving forces of new trends in human resource management whereas new public management and government policies leads public organizations for he search of new employment models. There is almost not much drawbacks for private sector to apply new trends in human resources management. However, for public administration it is necessary to change legal context of human resource management and employment policy to provide flexibility, and information technology should be involved in human resource management issues
