In this study, education system of a school which gives four years education and responsible for providing personnel to a public institution is analysed. All of the human resources which are needed by the public institution are graduated from this school. It is evaluated that the study supply accurate data to human resource planning activities starting from determination of student amount which are going to be registered to the school. In the study, future projections are made for the public institution not to confront with the qualified human resources deficiency. Markov Analysis which is one of the operations research techniques is used as the method in the study. The contribution of the study is in the utilisation of scientific method, Markov Analysis, for a very important real life problem of the public institution
