Abstract:

Developments that is being lived in the theory and practices in the context of debates of public – local services relations has been forcing local governments and particularly municipalities in Turkey to face with new and different assignments. Especially, because of Turkey's location in the world together with its rich geothermal sources, some results put by world energy politics have been increasing interests and capabilities of local administration on the issue of geothermal heating. Despite being several problems of this local service, municipalities are particularly exhibiting their interests in the subject in an accelerating and expanding manner. Another important point is that central governments must put in force some essential policies which will actively support local government. In the framework of the Geothermal law which is in force, especially municipalities having local service characteristics basically will take over important function with delivery of heating services practices. This kind afford will provide rooting of local government practices and institualization of local government in universal standards, besides, will provide our natural sources to be evaluated in the principles of effectiveness and subsidiarity.
